About this opportunity
The State of Missouri Office of Administration, Division of Purchasing is soliciting proposals from authorized resellers of adaptive technology products and services to supply the Missouri Assistive Technology Council (MoAT) program, with proposals due July 30, 2026 at 2:00 PM Central Time. The contract is a preferred-use arrangement with no guaranteed volume; the state reserves the right to obtain products elsewhere.
The scope covers authorized reseller supply of screen readers (JAWS), screen magnification software (ZoomText), voice input programs (Dragon), alternative keyboards, pointing devices, braille displays, and related accessories and hardware for individuals with disabilities. Historical usage in State Fiscal Year 2025 totaled 228 units across these categories. Pricing shall be firm and fixed as a percentage discount off manufacturer's suggested retail price (MSRP) for each specified product line.
The contract is effective from award through one year, with four optional one-year renewal periods. The awardee must receive purchase orders via fax and email; ship high-volume products within fourteen days and other products within thirty days of order receipt; deliver via verifiable carrier to participant addresses throughout Missouri; participate in Missouri's Cooperative Procurement Program, making products available to other governmental entities at the same contract terms; and pay a one percent quarterly administrative fee on all payments received.
The contractor must provide an account manager, toll-free technical support Monday through Friday 8 AM to 5 PM Central Time (24/7 support is highly desirable), product training at least twice yearly, one-year express warranties on all products, and accept returns within thirty days at no charge. All products must be new and of current production. The contract involves potential federal funding; contractors must comply with all applicable federal funds requirements. Quarterly usage and administrative fee reports are required. Incumbent contractor information and historical expenditure data are available through the Division of Purchasing's Awarded Bid & Contract Document Search System and the Missouri Accountability Portal.
