About this opportunity
The City of Douglasville and the Douglasville Convention and Conference Center Authority are seeking Statements of Qualification and Conceptual Information from experienced hotel developers for a downtown development project, with proposals due September 21, 2026, and questions due August 12, 2026.
The scope requires a minimum of 65 guest rooms and at least 3,000 square feet of meeting space, with mandatory amenities including a business center, fitness center, sundry shop, complimentary parking, and integration of local art in internal and external spaces. The site consists of three parcels totaling 0.70 acres located one block from the renovated Douglasville Conference Center (37,000+ square feet of meeting space) and two blocks from the Douglasville Town Green and Greystone Amphitheater. Developers must commission and fund a hotel market study approved by the City.
Proposals are evaluated on 100 points: Firm/Team Experience and Qualifications (20 points), Overall Conceptual Vision (60 points addressing downtown impact, program vision, design, sustainability, and wage and employment support), and Financial Viability (20 points). Developers must demonstrate financial capability through banking relationships, equity partner commitments, and balance sheets.
The compensation structure is flexible and open to negotiation, with the City considering upfront purchase, phased take-downs, ground leases, or combinations thereof. Available incentives include low-cost loan funds through the Georgia Downtown Development Revolving Loan Fund and Georgia Cities Foundation Revolving Loan Fund, potential Tax Allocation District financing for infrastructure and permitting costs, and expedited zoning and permitting support. Site visits are available without scheduling; failure to inspect does not constitute grounds for post-award claims. Responses to questions will be published by August 19, 2026. Selected firms will advance to Step Two for negotiations on detailed development and financial proposals. All proposal materials become City property and are subject to public records requests. Non-discrimination certification, Georgia Security and Immigration Compliance affidavits, and conflict-of-interest disclosures are mandatory.
