About this opportunity
Connecticut's Office of Policy and Management is seeking proposals for staffing studies of the Division of State Police within the Department of Emergency Services and Public Protection and correctional custody and counseling staff within the Department of Correction, with proposals due October 27, 2026 at 5:00 PM EDT.
The RFP is designated a Personal Service Agreement. The State may bifurcate the scope and award separate contracts to specialized firms. Proposers must demonstrate documented experience analyzing unionized workforces and knowledge of Connecticut statutory frameworks, collective bargaining contracts, state and federal labor laws, and training mandates.
The contractor must deliver a validated shift relief factor, workload-based staffing models, operational risk assessments, function-level staffing recommendations, efficiency opportunities, a modernization roadmap with technology integration strategies, and sustainable analytical tools for ongoing workforce planning. An optional supplementary scope addresses staffing analysis for all DOC agency personnel beyond custodial and counseling staff. Proposals must include an executive summary, organizational profile, detailed work plan with methodologies and deliverables, personnel staffing plan with key personnel resumes, financial statements, three client references, and required statutory compliance forms and certifications.
Fixed-fee cost proposals must be submitted separately for DESPP staffing analyses and DOC staffing analyses, each with detailed cost narratives and implementation timelines. The proposal must not exceed 30 pages and must be submitted electronically in ZIP file format to Andre Simons at andre.simons@ct.gov.
The anticipated contract period extends from December 1, 2026 through February 26, 2027, with potential extension by mutual consent. Proposer meetings are tentatively scheduled for the week of November 2, 2026. Contractor selection notification is targeted for November 9, 2026, with contract negotiations beginning November 16, 2026. Vendor questions are accepted through October 5, 2026 at 5:00 PM EDT.
