About this opportunity

University of North Carolina at Charlotte is requesting proposals for a comprehensive point-of-sale system to support football stadium concessions expansion and campus-wide dining, retail, and meal-plan operations under an RFP due October 2, 2026, with mandatory vendor attendance at a pre-proposal meeting on September 4, 2026 at 11:00 AM ET via Zoom.

The scope spans two phases: Phase 1 (stadium deployment by April 30, 2027) encompasses 5 profit centers, 2 kiosks, 8 registers, 26 tablets, 15 handhelds, 11 receipt printers, 12 kitchen printers, 5 kitchen display systems, and 10 mobile ordering locations. Phase 2 (licensing effective July 1, 2028) requires conversion of 49 existing campus profit centers and integration of incumbent NCR, Touch Dynamics, and M3W2 equipment. Vendors must demonstrate PCI DSS compliance with current QSA certification, non-expired SOC 2 Type II report, and acceptance of UNC Charlotte's Data Protection Agreement. Financial stability certification and three customer references for similarly scaled projects are required.

Pricing must constitute total cost of ownership with detailed breakdowns for software licenses, professional services, hardware, training, maintenance, and support across the five-year contract term, with anticipated annual costs clearly identified. The contract runs five years from final execution, with State options to renew for up to five additional one-year terms.

Evaluation criteria weight technical approach and system capabilities at 50 points, financial proposal at 25 points, customer-facing and operational experience at 15 points, and vendor background and qualifications and project organization at 5 points each. Total cost of ownership over ten years will be normalized for scoring, with the lowest-cost proposal receiving maximum financial points. Written questions are due September 11, 2026 at 12:00 PM ET, with responses issued by September 18. Vendors must register with the North Carolina Secretary of State and hold an eVP vendor number prior to award. No import tariff surcharges are permitted without separate justification and State approval.
