About this opportunity

The Town of Firestone, located in Weld County, Colorado, is seeking a consulting engineering firm to design a new 185-foot pedestrian bridge over the St. Vrain Creek through Request for Proposal (RFP) S2025-9258. The project's primary objectives are to improve non-motorized connectivity, enhance public safety, and expand access to the town's trail and transportation network. The selected consultant will be responsible for comprehensive services including project management, site investigation, data collection, environmental assessment, right-of-way evaluation, preliminary and final design, permitting, agency coordination, bid phase guidance, and construction phase services. The RFP was issued on September 3, 2025, with proposals due by September 19, 2025, at 2:00 pm local time. Based on a prior feasibility study completed by SEH in 2024, the consultant will advance the project using the recommended Alternative 3 crossing location, which offers the best freeboard, least environmental impact, and no utility conflicts. While specific evaluation criteria are not explicitly detailed, the town emphasizes delivering a safe, durable, and context-sensitive pedestrian crossing that minimizes environmental impacts and meets regulatory requirements.

The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged business enterprises. Potential funding for the project may come from multiple grant sources, including Great Outdoors Colorado (GOCO), Revitalizing Main Streets (RMS), Multimodal Transportation and Mitigation Options Fund (MMOF), Transportation Alternatives Program (TAP), and Safe Streets for All (SS4A). The estimated construction costs vary among alternatives, with the recommended Alternative 3 being the most expensive but offering the most favorable long-term characteristics. Environmental considerations for the project include wetland permitting, sensitive species evaluation, and potential mitigation measures. While a precise budget range is not provided, the project anticipates award and contract approval in October 2025, with the ultimate goal of creating a valuable community infrastructure asset that enhances regional trail connectivity. Prospective respondents should be prepared to demonstrate expertise in bridge design, environmental assessment, and municipal infrastructure planning.
