About this opportunity

The Arizona Department of Transportation (ADOT) is requesting bids on removal and replacement of the Santa Maria River Bridge on State Route 96 in Yavapai County, with bids due May 15, 2026 at 11:00 a.m. (M.S.T.). Bidders must be prequalified with ADOT and included on the project Plansholder List as a Prime; electronic bidding through Bid Express (Bidx) is required.

The scope encompasses bridge removal and replacement, asphaltic concrete pavement replacement, hot applied chip seal coat with fog coat application, cattle guard replacement, guardrail replacement, pavement marking, and related work on milepost 10.89 to 11.52. Work is limited to 6:00 a.m. Monday through 3:00 p.m. Friday, with no lane or complete roadway closures permitted during holiday periods; the contractor must maintain a minimum of one lane of traffic in each direction throughout construction. The contract requires preparation of a Stormwater Pollution Prevention Plan (SWPPP) and designation of an Erosion Control Coordinator. All labor must comply with minimum wage rates set by the Secretary of Labor under a General Wage Decision. Completion is required within 350 working days.

The total programmed amount is $14.5 million in federal-aid funding. A proposal guaranty of 10 percent of the bid amount is required, payable to ADOT, and the successful bidder must execute Performance and Payment Bonds each in 100 percent of the bid amount. During the DBE program transition period, ADOT is not setting contract-specific DBE goals or counting participation toward overall DBE goals; however, contractors are encouraged to employ reasonable means to obtain DBE neutral efforts and must maintain records of DBE participation.

All contractors, subcontractors, and DBEs must register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS) and submit a Bidders/Proposers List with confirmation to BECO by 4:00 p.m. on the fifth calendar day following bid opening, or the bidder will be deemed ineligible for award. Contract documents are available electronically at no charge from the ADOT Contracts and Specifications Group website. The contract is subject to federal Title VI non-discrimination provisions and Arizona Revised Statutes Section 42-5075.
