About this opportunity
Washington County Health and Human Services - Behavioral Health: The Addictions Program (Oregon) is soliciting Letters of Interest for peer-delivered substance use disorder services to county residents enrolled in specialty programs, with responses due September 4, 2026 at 4:00 p.m. Questions are due August 28, 2026. This is a Letter of Interest solicitation with potential negotiation of contracts if fewer proposers respond than contracts available.
Providers must hold Oregon Administrative Rule 950-060-0020 and 950-060-0030 certifications and maintain a minimum of two years of experience delivering peer services to individuals with problematic substance use or substance use disorders. Certified Recovery Mentors must maintain current certification through the Mental Health & Addiction Certification Board of Oregon. Insurance requirements include General Liability $500K, Worker's Compensation, Automobile Liability $1M/$2M with additional-insured endorsement, Professional Liability $1M/$3M, Cyber-Security Insurance, and Sexual Abuse & Molestation Liability $3M for vulnerable populations. Respondents must be registered with the Oregon Secretary of State at contract execution.
The scope encompasses four vendor submission tracks: peer mentor services for high-risk opioid overdose participants in the Community Opioid Response Team, peer mentor services for adults in custody at the Community Corrections Center, peer mentor services at the Washington County Jail, and peer mentor services for youth in the Juvenile Department. Services delivered through Certified Recovery Mentors, Peer Support Specialists, and Peer Wellness Specialists must follow SAMHSA core competencies and be recovery-oriented, voluntary, relationship-focused, and trauma-informed. Allowable services include peer mentoring, recovery resource connecting, recovery group facilitation, community building, aftercare and recovery support, participant supports (physical health costs including naloxone, transportation, community services, contingency management, and equipment), care coordination, case management, and supported employment or education.
The contract term runs July 1, 2027 through June 30, 2032, with annual renewal options. Washington County does not guarantee equal funding among contractors or consistent year-to-year funding; contract amounts are based on services provided, utilization, capacity to deliver, and negotiated budgets. Contractor selection is anticipated for September 11, 2026. Responses must be submitted electronically through the county procurement portal. Providers must comply with 42 CFR Part 2 substance use disorder confidentiality regulations and submit quarterly reports.
