About this opportunity
The Texas Education Agency is requesting proposals for special education and general education complaint investigation support services under RFP 701-26-022, with responses due July 24, 2026 at 2:00 p.m. Central Time. A completed Historically Underutilized Business (HUB) Subcontracting Plan is mandatory for responsiveness, with a VetHUB service-disabled veteran-owned business participation goal of 5%.
The scope comprises three integrated but distinct service areas that respondents may pursue separately or in combination: Project A.1 addresses special education complaint investigations to meet federally mandated timelines under the Individuals with Disabilities Education Act; Project A.2 encompasses operational assessment, design, and documentation support to strengthen and standardize TEA's internal complaint-processing operations; and Project B covers general education law complaint investigations and misconduct investigations of local education agencies, educators, and school employees under the Texas Education Code. TEA anticipates approximately 400 special education complaints and approximately 3,750 general education and misconduct matters annually.
The contract term is five state fiscal years, contingent on legislative appropriation. Pricing is deliverable-based with monthly invoicing aligned to completion and acceptance of specified work. TEA will not accept separate indirect cost rate calculations. Respondents must submit total contract value projections covering initial and renewal terms.
Evaluation criteria span technical approach to investigation and operational design, management and capacity, task and deliverable alignment with budget, and process adaptability. Project A carries 105 possible points and Project B carries 100 possible points. TEA may award one or more contracts and reserves the right not to award. Contractors in default or not in good standing under any current or prior TEA contract at time of selection are ineligible.
The question period runs June 18 through June 26, 2026 at 2:00 p.m. CDT. Submissions occur through Euna Procurement (Bonfire) at https://tea.bonfirehub.com/opportunities/237286. TEA anticipates contract negotiations September through December 2026, with a January 2027 contract start date. No on-site visits are required, though contractors must comply with fingerprinting and background check policies if school visits occur.
