About this opportunity
The Oregon Department of Human Services is extending Contract No. 181633 with Public Consulting Group, LLC for Phase V training and redesign of the ONE Eligibility System through March 31, 2027, with a protest-filing window closing June 26, 2026 under ORS 279B.085(5) and 279B.400. This is not a competitive solicitation; the notice is posted to satisfy statutory transparency and protest-rights requirements.
The contract extension supports completion of the Supplemental Nutrition Assistance Program (SNAP) Accuracy Assessment and Improvement Services, including ongoing project facilitation, monthly reporting for Lead Workers and Support Staff, and post-implementation assessment reports. Phase V work has already commenced following delayed Federal Food and Nutrition Service approval of the state's SNAP improvement plan, which compressed the timeline for deliverable completion.
The total estimated cost for the extension is $3,163,807, with no additional funding requested. All work remains within the current not-to-exceed contract amount established under the original competitive RFP No. S-10000-00005379, which was executed October 31, 2023 with a maximum three-year term. The incumbent contractor, Public Consulting Group, LLC, was the sole proposal received in the original competitive procurement.
The special procurement justification centers on continuity requirements to complete federal SNAP Payment Error Rate reduction initiatives in progress. ODHS determined that conducting a new competitive procurement would require more than one year and result in significant duplication costs including vendor onboarding and knowledge transfer. The State Chief Procurement Officer approved the request on June 5, 2026, contingent on completion of the seven-day notice period and resolution of any protests. ODHS will obtain legal sufficiency approval from the Oregon Department of Justice before executing the contract amendment. Kathy McKenzie, Procurement & Contract Specialist 3, is the point of contact at (503) 979-3757 or kathy.j.mckenzie@odhsoha.oregon.gov.
