About this opportunity

The Superior Court of California, County of Placer is requesting proposals for Electronic Warrant (E-Warrant) Solutions under RFP SP-2026-0011, with proposals due August 13, 2026. A Disabled Veteran Business Enterprise (DVBE) preference providing a 3 percent score increase and a Small Business preference providing a 5 percent score increase are available to qualified proposers.

The scope is a cloud-based e-warrant software solution supporting the complete warrant lifecycle—initiation by law enforcement, review by legal counsel, judicial approval, and warrant return processing—across up to 15 partnering agencies including the Placer County Sheriff's Office, District Attorney, city police departments, and California Highway Patrol. The system must handle an estimated annual volume of approximately 2,400 warrant requests (ranging from 2,160 to 2,640). Required capabilities include CJIS compliance, mobile responsiveness, 24/7 monitoring and support, unlimited user accounts and warrant submissions, end-to-end encryption, multi-factor authentication, and data residency within United States geographic boundaries.

Minimum qualifications include at least five consecutive years of documented experience providing similar services and required insurance coverage: workers compensation, commercial general liability of $1 million per occurrence and $2 million aggregate, commercial automobile liability, and cyber/technology professional liability.

The contract term is 12 months for the initial implementation phase with four optional one-year renewals. Pricing must be all-inclusive and fully burdened, with implementation costs and service use paid evenly after completion of each of five implementation phases, followed by optional annual subscription costs paid quarterly for maintenance, support, and updates. Prices are guaranteed firm for 180 days.

Evaluation criteria are weighted as follows: experience on similar assignments (10%), credentials of assigned personnel (10%), quality of work plan (35%), and cost (45%). The Court's target project start date is September 2026. All proposals must be submitted electronically through Bonfire at https://lacourt.bonfirehub.com/portal/?tab=openOpportunities. Vendors must accept the Court's standard contract form and complete all required forms without exception; incomplete submissions may be deemed non-responsive.
