About this opportunity

Southington Housing Authority is requesting bids for snow removal and ice management services at three residential properties in Southington and Plantsville, Connecticut under an IFB with bids due October 26, 2026 at 11:00 a.m.

Bidders may submit proposals for individual complexes or all three properties. The three locations are Joseph A. Zdunczyk Terrace (500 Pleasant Street, Southington), DiCaprio Forgione Terrace (408 Main Street, Southington), and Pulaski Terrace (6 Carter Lane, Plantsville). The contract term runs November 1, 2026 through March 31, 2027. Awards will be made to the lowest responsive and responsible bidder for each location.

Contractors must submit a single fixed, all-inclusive seasonal price per property covering all labor, supervision, equipment, fuel, materials, plowing, snow blowing, shoveling, salting, de-icing, and refreeze management for the entire contract period, regardless of storm frequency or snowfall volume. Seasonal payment is divided into five equal monthly installments at the end of November, December, January, February, and March, with 10% retainage applied to each payment. Snow removal operations must begin when accumulation reaches two inches or upon SHA direction, with contractor response required within two hours of trigger or one hour of direct SHA contact.

Contractors must maintain workers' compensation coverage, commercial general liability insurance of $2 million per occurrence / $4 million aggregate, and automobile liability insurance of $2 million combined single limit, with SHA named as additional insured. A pre-season joint walkthrough inspection will be conducted before November 1 to document existing property conditions. All required bid forms, including Non-Collusion Affidavit and Bidder's Acknowledgment, must accompany proposals. Questions are due five business days before the bid deadline to Southingtonha@gmail.com. Public bid opening follows immediately after the 11:00 a.m. deadline at Southington Housing Authority, 43 Academy Street, Suite 104, Southington, CT 06489. Contact Kevin Meier, Executive Director, at (860) 628-5200 or Southingtonha@gmail.com.
