About this opportunity
The City of Seattle Department of Finance and Administrative Services is soliciting bids on electrical system upgrades to Buildings A and B at the Seattle City Light South Service Center, with bids due July 22, 2026, and a mandatory pre-bid site inspection on June 17 or 18, 2026. This is a Covered Project subject to the City of Seattle's Community Workforce Agreement and Priority Hire Program under SMC 20.37, which requires contractors to provide employment access to individuals from economically distressed communities, women, and people of color.
The scope encompasses low-voltage and power electrical system upgrades including demolition of existing electrical components, conductors and cables, grounding and bonding, raceways and boxes, vibration and seismic controls, identification systems, transformers, switchboards, panelboards, circuit breakers, and commissioning. Bidders must demonstrate experience completing at least three similar commercial electrical upgrade projects within the last five years in active facilities.
The Engineer's Estimate is approximately $4.45 million before tax. The contract is a lump sum agreement with liquidated damages for failure to meet the completion deadline. A bid guaranty equal to 5 percent of the maximum bid amount is required.
All bidders must submit a Women and Minority Business Inclusion Plan; bidders estimated to have subcontract requirements of $1 million or more must identify subcontractors for HVAC and electrical work or declare intent to self-perform per RCW 39.30.060. The Inclusion Plan carries up to 16 points, with a minimum score of 10 points required for responsiveness; points are earned through aspirational WMBE goals, business support strategies, and WMBE guarantees.
Apparent low bidders must submit a Supplemental Bidder Responsibility Criteria form and detailed resumes for Project Manager and Project Superintendent. Written questions are due by 5:00 p.m. on Thursday before the bid opening date.
