About this opportunity
The Laredo and Webb County Area Metropolitan Planning Organization (LWCAMPO), in conjunction with the City of Laredo, is requesting proposals for a South Laredo Transportation Planning Study with proposals due September 24, 2026 at 5:00 p.m. Central Time, and questions due September 8, 2026 at 3:00 p.m. Central Time.
The scope encompasses transportation policy development, community engagement, and data collection and analysis to produce a comprehensive plan addressing multimodal mobility in South Laredo and Webb County. The study will evaluate current and future transportation needs, analyze existing roadways and proposed thoroughfares, develop improvement recommendations emphasizing active transportation and transit (including potential hubs), and identify implementation strategies. Key focus areas include the rapidly growing residential corridors along US Highway 83 south of US Highway 359 and US Highway 59, and the Loop 20 Cuatro Vientos corridor, as well as the impact of the newly approved 4/5 International Bridge on transportation and industrial economic development. Additional elements include thoroughfare optimization, school travel plans, traffic data analysis, and pedestrian and bicycle infrastructure. The project is anticipated to span 12 to 18 months.
The total project budget is $250,000, funded through Federal Highway Administration Planning (FHWA PL) funds allocated in the LWCAMPO Fiscal Year 2026 Unified Planning Work Program. Consultants should propose based on actual project costs regardless of budgeted amounts. Invoicing terms are net 30 days from receipt or completion of services.
Evaluation uses best-value criteria with weighted scoring: Work Program and Project Management (40 points), Experience and Qualifications (30 points), Cost (20 points), and Schedule of Work (10 points). The successful contractor must maintain Commercial General Liability insurance with minimum combined single limits of $1,000,000 per occurrence and $2,000,000 general aggregate, along with Workers Compensation and Commercial Automobile Liability coverage. Contractors must comply with the City of Laredo's Code of Ethics, Federal Title VI Civil Rights requirements, and Byrd Anti-Lobbying Amendment provisions. Proposals are limited to 25 pages exclusive of cover materials and must include detailed descriptions of similar projects, firm qualifications, key personnel resumes, work methodology, management plans with schedules, and cost proposals. Proposals may be submitted electronically through Cit-E-Bid or by hand delivery to City Hall; all proposals will be publicly opened September 25, 2026 at 10:00 a.m.
