About this opportunity
Palm Beach County's Capital Improvements Division is requesting bids on a boat ramp replacement at South County Regional Park (Project #2021-051341), with bids due September 17, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on August 19, 2026 at 10:00 a.m. at the park site (11435 Park Access Road, Boca Raton). Bidders must submit pricing for both pour-in-place and pre-cast ramp options to be deemed responsive; the County reserves the right to award on whichever option it determines to be in its best interest. A mandatory 25 percent Small Business Enterprise (SBE) subcontracting goal applies, with waivers available only upon demonstration of good faith efforts meeting specified criteria.
The scope includes disposal of the existing boat ramp, replacement with either poured-in-place or pre-cast construction per engineered drawings and specifications (Exhibits 1–2), temporary removal and reinstallation of the existing dock, and associated site improvements. All materials must meet or exceed Florida Building Code standards and receive Owner's Representative approval prior to ordering. The contractor bears responsibility for all permit fees, site preparation, temporary worker and public protection, facility-operations coordination, and damage repair. Work hours are limited to 7:00 a.m. to 5:00 p.m., Monday through Friday.
Substantial completion is required within 270 calendar days from Notice to Proceed, with liquidated damages of $120 per day for delay. A 12-month warranty on all equipment, materials, and labor is required from substantial completion. Bid security and public construction bonds are required if the bid amount reaches $200,000 or more (bid security at minimum five percent of bid price; public construction bonds at 100 percent of the Work Order amount). All contractors must be qualified under Palm Beach County's Annual Contract for Minor Construction Services, with qualification applications due at least 10 days before the bid due date. Contractors must execute a Human Trafficking Affidavit and certify compliance with Florida Statutes regarding diversity, equity, and inclusion materials. A Certificate of Occupancy or Certificate of Completion from the Building official is required before final payment processing.
