About this opportunity

The City of San Luis Obispo Public Works Department is requesting proposals for transportation planning, engineering, and environmental compliance services for the South Broad Street Corridor Planning and Demonstration Project, with sealed proposals due July 23, 2026 at 2:00 p.m. The project is federally funded through the Safe Streets and Roads for All (SS4A) Grant Program and encompasses Broad Street from High Street to the southern City Limits, with a focused demonstration segment between South Street and Orcutt Road.

The consultant will lead community outreach, complete a safety assessment (including traffic signal warrant analysis), develop a corridor plan with preliminary design concepts for both short-term and long-term safety improvements, prepare Plans, Specifications, and Estimates (PS&E) documents, provide environmental documentation to satisfy NEPA requirements, and conduct post-implementation data collection. The demonstration project will test low-cost, quick-build safety measures using striping and flex posts.

The proposal base fee shall not exceed $210,000 for eligible Architectural and Engineering Fee costs under the SS4A Grant Agreement; consultants may propose optional tasks above the base fee. The City has approximately $900,000 in total available budget, including the $400,000 federal SS4A grant, to cover all consulting services and demonstration project construction costs including contingencies. The anticipated contract award date is August 10, 2026, with contract execution by August 14, 2026. Project tasks span from contract approval through November 30, 2026 (initial phase), December 1, 2026 through May 31, 2027 (phase two), and June 1, 2027 through June 1, 2030 (final phase including monitoring).

Evaluation criteria are responsiveness and project understanding (40%), previous project experience (20%), proposed timeframe and schedule (20%), and proposed project cost (20%). The consultant must maintain General Liability, Automobile Liability, Employer's Liability, and Errors and Omissions Liability insurance, each at $1,000,000 minimum, with insurers rated A:VII or better by A.M. Best. All work products become the property of the City upon completion.
