About this opportunity

The North Carolina Department of Health and Human Services, Division of Health Benefits, is requesting proposals for a comprehensive Contract Lifecycle Management System (CLMS) platform under RFP 30-2025-037-DHB, with proposals due October 23, 2026 at 2:00 p.m. EST and a pre-proposal conference on August 24, 2026. No set-aside, preference program, or incumbent is identified.

The scope covers a secure, cloud-based SaaS platform managing the full lifecycle of over 250 active Medicaid-related contracts — from intake and development through execution, monitoring, amendments, renewals, and closeout. The system must support contract artifacts including RFPs, RFIs, RFQs, MOAs, MOUs, data sharing agreements, amendments, and task orders. Required integrations include Microsoft Office 365, SharePoint, DocuSign, and Adobe; optional integrations with ServiceNow and the North Carolina Financial System (NCFS) are available. The procurement includes implementation, data migration, training, documentation, and ongoing support. Security requirements are stringent: 99.9% uptime availability, encryption for data in transit and at rest using FIPS 140-2 or FIPS 140-3, disaster recovery with geographically separated sites, annual third-party security assessments (FedRAMP, SOC 2 Type 2, ISO 27001, or HITRUST), and compliance with NIST Risk Management Framework standards.

The Department anticipates approximately 410 authorized users across multiple roles: 10 administrators, 50 content editors, 100 approvers, and 250 subscribers. The initial contract term is five years, with options to extend for two additional one-year periods at the State's sole discretion. System demonstrations are anticipated for December 11, 2026, with estimated award on March 19, 2026. Written questions are due August 31, 2026. Pricing is submitted using Cost Form Attachment E. Evaluation includes past performance on similar projects, assessed via questionnaire addressing technical and business expertise, service quality, schedule and cost performance, and staffing capabilities.
