About this opportunity
Commander Naval Surface Force, U.S. Atlantic Fleet (CNSL) N43 Maintenance and Engineering Directorate is requesting a sources-sought statement for an integrated maintenance management and training services contract, with responses due August 14, 2026. This is a federal procurement posted through a Virginia state-local contract mechanism; the contracting entity is CNSL (a naval command), not a state or local government body.
The scope encompasses maintenance management knowledge and training services across three categories: shipboard/shoreside execution (waterfront training, availability training, leadership training, shore manager training); maintenance management processes (3-M/365 ship's force process knowledge support); and maintenance management knowledge integration (curriculum development, knowledge review, staff support, metrics and analytics). The contractor must deliver 11 waterfront courses, four CNO availability courses, four Surface Warfare Schools Command courses, two Naval Supply Corps School courses, one Advanced Engineering Instructor course, and specialized shore manager training, serving approximately 22,085 students annually across multiple locations.
Performance spans December 10, 2026, through June 20, 2032 (base year plus four option years and a final partial period), with full staffing required by February 1, 2027. Work is performed at multiple government locations including Norfolk, Mayport, and Newport (East Coast) and San Diego (West Coast), with subordinate OCONUS travel to Pearl Harbor, Bremerton, Bahrain, Spain, Italy, Japan, Romania, and Poland. All contracted personnel must be U.S. citizens with SECRET or higher security clearances. The Lead Instructor must have commanded a U.S. surface ship at O-5/O-6 rank with major command experience; Senior Instructors require ship command experience at O-5 rank with echelon III or higher staff experience; Junior Instructors require shipboard and shore maintenance activity experience; and specialists require 10 years of naval experience with specific technical qualifications. The contractor must furnish laptop computers and servers to support training operations (100 mobile classroom workstations for Norfolk and San Diego; 2 servers and 10 clients for Mayport; additional equipment for remote locations). Travel costs are reimbursed per GSA rates outside a 50-mile radius. Deliverables include monthly status reports (due by the fifth workday of each month), quarterly reports, annual reports, and travel reports.
