About this opportunity
The City of McAllen is soliciting Statements of Qualifications from professional architectural firms to establish a rotation list for architectural design services on City public buildings, with submissions due August 27, 2026 at 3:00 p.m. Central Daylight Time.
Respondents must be Texas-licensed architectural professionals capable of delivering services independently or with qualified sub-consultants. The scope encompasses all phases of planning, design, construction, repairs, and additions of City public buildings, including planning research, site analysis, land use entitlements, architectural and engineering design, code analysis, sustainable design consultation, cost analysis, construction contract administration, and building commissioning.
The City intends to award an initial contract term of two years with a unilateral right to extend for one additional year based on satisfactory performance. No contract award is guaranteed, and the City reserves the right to refuse or reject any or all responses.
An evaluation committee designated by the City Manager will assess submissions using fifteen criteria: demonstrated competence on previous City projects, experience with comparable municipal projects, capability to perform multi-disciplinary services, professional reputation and integrity, key personnel qualifications and availability, current workload capacity, schedule adherence ability, cost control track record, sub-consultant qualifications, project quality, geographic familiarity, office independence capability, understanding of project concerns, demonstrated interest, and qualified inspector availability.
Respondents must provide firm information, staff resumes, responses to evaluation criteria, references from at least three related municipal projects, current workload information, sub-consultant details, project approach descriptions, VET HUB status, pending litigation disclosures, and banking references. Professional liability insurance of $1 million per claim and $1 million aggregate is required, along with comprehensive general liability, business automobile liability, workers' compensation, and builders' risk coverage meeting specified minimum limits. Submissions must be made electronically through the City's bidding portal at https://mcallen.procureware.com. All responses become property of the City, and no costs incurred in preparation are reimbursable.
