About this opportunity
The County of San Diego is requesting bids on solid waste disposal and recycling services across five geographic regions (North, Central, South, East, and North Inland) under RFB 13282, with bids due July 29, 2026 at 11:00 a.m. and questions due July 8, 2026 at 5:00 p.m. The County intends to award one contract per region to the lowest responsive and responsible bidder. A 15% small-local business price preference applies, capped at $150,000, to certified Small-Local Businesses.
Scope includes collection, transportation, and processing of commingled and source-separated recyclables and organic waste; initial site reviews within 90 days of contract start; annual waste audits at 20% of facilities; contamination reduction and reporting; educational outreach with at least two trainings annually; monthly and annual data reporting with diversion-rate calculations; container provision and maintenance; and strategic planning targeting minimum 10% year-over-year improvement in diversion rates. Contractors must comply with California state laws AB 341, AB 1826, AB 827, and SB 1383. Fleet standards require at least 50% alternative-fuel, renewable-fuel, hybrid, near-zero-emission, or zero-emission vehicles by end of year one, increasing by 10 percentage points annually where operationally feasible.
The initial contract term is one year with four optional one-year renewal periods for a potential five-year duration. Service start date is July 1, 2026. All bid prices must be fixed and firm throughout the contract term with no adjustments permitted except as explicitly stated in the agreement. Contractors must include all labor, equipment, transportation, tipping fees, permits, taxes, and educational materials within quoted prices. Bids are submitted through the County's BuyNet electronic system with a virtual public bid opening following the deadline. The County will conduct pre-award surveys to assess bidder responsibility and responsiveness, and reserves discretion to request clarifications or samples during evaluation. All personnel must obtain background clearances.
