About this opportunity

The County of San Diego, Department of General Services, is requesting bids for solid waste disposal and recycling services in Region 4 East under RFB 13282, with bids due July 29, 2026 at 11:00 a.m. A 15% price preference applies to qualified Small-Local Businesses (or $150,000, whichever is less), which is a material competitive advantage in lowest-bid evaluation.

The scope covers comprehensive waste management and recycling services—collection, transportation, processing, and marketing of recyclable materials—from County facilities within the East region. Offerors must respond to all items within the lot to be considered for award. The contractor must provide all collection containers, signage, interior bins, educational materials, and equipment at no cost to the County; conduct a comprehensive initial site review within 90 days of contract start; perform annual waste audits at 20% of County facilities each year; and deliver detailed monthly and annual reporting on collection data, diversion rates, contamination metrics, and educational outreach. The contractor must establish and maintain alternative-fuel or zero-emission vehicles for at least 50% of service route-days by the end of the first contract year, increasing by 10 percentage points annually. Full compliance with California waste-diversion statutes (AB 341, AB 1826, AB 827, SB 1383) is required.

The contract term is one year base plus four optional one-year renewal periods, commencing July 1, 2026. Pricing must be fixed and firm across the base term and all option periods, with all costs including tipping fees, audits, education materials, and applicable taxes submitted on the County-provided Payment Schedule. The contractor bears full responsibility for personnel, training, safety compliance, and damage liability, and must designate a Project Manager available within 24 hours. Award will be made to the lowest responsive, responsible bidder. Questions are due July 8, 2026 at 5:00 p.m., and a virtual public bid opening will follow submission deadline.
