About this opportunity
The City of Cupertino is soliciting Statements of Qualifications from consulting firms to provide solid waste consulting services under an RFQ with submissions due August 6, 2026 at 5:00 p.m. Proposers must indicate which of five scope-of-work topic areas they support, and the City pre-qualifies consultants rather than selecting a single awardee through this process.
The scope spans hauler and facility agreement support (rate adjustment reviews, cost-based rate adjustment reviews, cost-of-services analyses, contract extension negotiation, billing audits, and performance reviews); regulatory compliance support to meet California state law requirements including SB 54 and SB 1383; strategic planning support; policy support; and outreach and diversion programmatic planning and implementation support. The primary hauler is Recology; other service providers referenced include SMaRT Station (Sunnyvale Materials Recovery and Transfer Station) and GreenWaste Zanker. Consultants must furnish all materials, equipment, labor, and services required to perform defined tasks.
The RFQ is structured on cost and fee basis only. An Engineer's Estimate was issued July 19, 2026. No contract term length, renewal options, set-asides, incumbent designation, or specific funding ceiling is stated in the notice. The City of Cupertino's Purchasing office is located at 10300 Torre Avenue, Cupertino, California 95014; inquiries may be directed to 408.777.3200.
