About this opportunity
The State of Alabama Office of the Chief Procurement Officer is soliciting a sole-source renewal of a Westlaw print subscription for fiscal year 2027, with responses due October 6, 2026. This is a sole-source procurement, the decision-flipping constraint.
Suppliers must be registered in Alabama Buys and submit responses electronically through that platform. Inquiries must be submitted online through the Supplier Portal. Foreign entities conducting business in Alabama must register with the Alabama Secretary of State. All suppliers must certify compliance with Section 41-4-142 regarding sales tax collection and remittance. Suppliers employing one or more Alabama employees must provide E-Verify enrollment documentation within five calendar days of notification or face bid rejection.
The contract has a total cost ceiling of $25,000 across the original agreement and any subsequent renewals, with a maximum term of five years from the effective date. The contract may be renewed annually by written agreement of both parties. Price escalation requests may be considered if material, labor, or other contract components significantly increase, provided increases do not exceed those reflected in industry-specific price indices or the Consumer Price Index and do not exceed 5 percent of the annual contract cost. All price increases require written approval from both parties. The State of Alabama is exempt from paying sales tax under Section 40-23-4(a)(11) of the Code of Alabama 1975.
The Chief Procurement Officer retains discretion to conduct cost realism and price reasonableness analysis on all bids.
