The City of Gallup, New Mexico is issuing a non-competitive sole source procurement for support and maintenance services related to Selectron Technologies' Interactive Voice Response (IVR) system and web-based management services. This procurement is authorized under the City of Gallup Procurement Code Ordinance Section 1-9-17 and is not open to competitive bidding. The goods and services to be procured include annual management services for IVR and web platforms, annual call fees, and relay managed services for the period April 1, 2026 through March 31, 2027, which encompasses an annual outbound call bundle of 150,000 messages. The contract term may not exceed one year with no renewal options included. The City has determined that Selectron Technologies is the only vendor capable of providing these services due to the proprietary nature of the software and the requirement for an IVR interface compatible with the Sungard Sector NaviLine software currently utilized by the City of Gallup. Responses to this notice of intent must be submitted electronically through the City's procurement portal at https://procurement.opengov.com/portal/gallupnm by May 16, 2026 at 5:00 pm. Any responses received will be considered solely for determining whether to conduct a competitive procurement in the future and will not be treated as formal proposals, bids, or quotes. This sole source procurement carries no set-aside designations or restrictions limiting responses to specific types of organizations, as this is a non-competitive procurement directed toward a single identified vendor. Selectron Technologies, Inc., located at 13535 SW 72nd Ave, Suite 200, Portland, Oregon 97223, is the identified incumbent and sole source vendor for these services, with Sara Engel (sengel@Selectron.com) serving as the primary contact. The City's Chief Procurement Officer is Frances Rodriguez (frodriguez@gallupnm.gov or 505-863-1334). The anticipated contract value is $24,000.00 annually, comprising an amount before tax of $22,500.00 with estimated sales tax of $1,496.88. The pricing has been determined to be fair and reasonable as it is consistent with prior years' pricing and reflects fair open market value. The sole source determination must be posted for thirty calendar days without challenge and must receive written approval from the Certified Procurement Officer before contract award.
