About this opportunity

The State of Alabama Office of the Chief Procurement Officer is soliciting a sole-source purchase of Intella Pro investigation and e-discovery software and Intella Viewer, with proposals due October 7, 2026. This is a sole-source procurement — a decision-flipping constraint that eliminates competitive bidding.

The scope covers Intella software and Intella Viewer, specialized tools for law enforcement to search large volumes of email, electronically stored information, attachments, archives, headers, and metadata. The software features cluster mapping for visual presentation, enhanced search capabilities, and simplified metadata preview functionality.

The estimated contract value does not exceed $25,000, inclusive of the original agreement and any subsequent annual renewals, for a maximum term of five years from the effective date. The contract may be renewed annually by written agreement of both parties.

Suppliers must be registered in Alabama Buys and participate electronically through the Public Solicitation site. All supplier inquiries must be submitted online through the Supplier Portal. Suppliers must certify compliance with all terms and conditions, including that they have not engaged in collusion and are not barred from bidding. Foreign entities must register with the Alabama Secretary of State's Office before transacting business in the state. Suppliers employing one or more employees within Alabama must provide E-Verify enrollment documentation within five calendar days of notification or face bid rejection.

Pricing must include certification that the supplier is registered, collecting, and remitting Alabama State and local sales, use, and lease taxes on all taxable sales and leases into Alabama. The State reserves the right to conduct cost realism and price reasonableness analysis at the Chief Procurement Officer's sole discretion. Price escalation requests may be considered if material, labor, or other contract components increase, provided proposed increases do not exceed increases in industry-specific price indices or the Consumer Price Index and do not exceed 5% of annual contract cost.
