This procurement is limited to New York State small businesses certified as Minority or Women Owned Businesses (M/WBE) pursuant to Article 15-A or certified as Service-Disabled Veteran Owned Businesses (SDVOB) pursuant to Article 3 of the New York State Veterans' Services Law — NYSIF will award a single contract.

The contract value will not exceed $1.5 million. NYSIF is exercising discretionary purchasing authority under State Finance Law 163(6).

The solicitation document is available at www.nysif.com/procurement. All amendments, clarifications, and announcements will be posted on NYSIF's website; bidders are solely responsible for monitoring the site and incorporating all amendments into their proposals. Failure to include amendment information may render a proposal non-responsive.

Designated contacts are Sara Nikiforov and Ryan Cerone at NYSIF, 15 Computer Drive West, Albany, NY 12205, or contracts@nysif.com. Bidders must include "NYSIF 2026-102-IT" in the subject line of any email questions. State Finance Law Sections 139-j and 139-k impose communication restrictions during the procurement process; contacts with NYSIF personnel other than the designated staff may disqualify a prospective bidder and affect future procurements with New York State governmental entities.

Companies not yet certified as M/WBE or SDVOB but meeting state requirements are encouraged to pursue certification through the NYS Empire State Development website or the Division of Service-Disabled Veterans' Business Development within the NYS Office of General Services prior to proposal submission.
