About this opportunity
Capital Metropolitan Transportation Authority (CapMetro) is requesting proposals for a solar power monitoring system capable of remotely accessing and monitoring installed solar and battery systems across multiple transit locations, with proposals due October 5, 2026 at 3:00 p.m. via PlanetBids. Technical factors are significantly more important than cost in evaluation.
The scope spans 49 locations in the base period (Contract Year 1) and 55, 60, 60, and 60 locations across four option periods (Contract Years 2–5), contingent on funding availability and Board appropriation. The system must provide remote access and monitoring, dashboard and monitoring functionality, reporting and performance analytics, and usability for authorized CapMetro users. The vendor shall provide a robust project management team and plan demonstrating appropriate resource allocation, ability to coordinate system design and implementation on schedule and within budget, and tools to manage tasks, schedule, risk, and change.
The contract is firm-fixed price for five years with monthly unit pricing submitted for each location type across all contract years. Pricing must be fully burdened and exclusive of sales taxes. No Small Business Enterprise goal is established, though vendors are encouraged to utilize SBEs.
Evaluation prioritizes system connectivity and remote access capabilities, dashboard and monitoring functionality, reporting and performance analytics, and user experience. CapMetro reserves the right to conduct pre-award audits to verify fee and cost fairness and reasonableness. The selected contractor must comply with debarment status, ethics certifications, and specific provisions regarding telecommunications equipment, Israel boycotts, foreign terrorist organizations, firearm discrimination, energy company boycotts, and critical infrastructure ownership requirements.
The pre-proposal conference was held September 16, 2026 at 11:00 a.m. via Microsoft Teams. Written questions were due September 18, 2026 at 3:00 p.m. Oral discussions are tentatively scheduled for October 19–20, 2026, with final proposal revisions due October 27, 2026. Contract award is anticipated for November 2026. All proposals must remain effective for a minimum of 120 calendar days from the proposal due date or final proposal revision date, whichever is later.
