About this opportunity

The New York State Unified Court System is conducting a Solicitation of Interest (SOI 020) for evaluation services supporting the Empowerment Through Wellness to Prevent Gun Violence Initiative, a grant-funded program under the Byrne State Crisis Intervention Program, with letters of interest due July 24, 2026. This is market research only and does not constitute a binding RFP or obligate UCS to award a contract.

The scope spans a two-year period from approximately September 1, 2026, through September 30, 2028, across eight youth pilot sites in Suffolk, Nassau, Kings, Bronx, Monroe, Erie, Queens, and New York (Manhattan) Counties. UCS seeks experienced evaluators to develop a standardized evaluation framework applicable across all sites; assess program implementation and service delivery processes; collect and analyze stakeholder feedback; document referral pathways and coordination practices among system partners; analyze participant engagement, program completion, service utilization, and behavioral and compliance outcomes; and conduct cross-jurisdictional comparisons to identify trends and best practices.

Respondents must submit a letter of interest detailing prior experience providing evaluation services, organizational qualifications, proposed evaluation methodologies, and a line-item budget using UCS's required budget form. The SOI document includes a detailed operating budget template with line items for personal services, other than personal services (indirect costs, equipment, occupancy, subrecipients, and miscellaneous expenses), and contractual services. Funding derives from federal Bureau of Justice Assistance grants administered by the Division of Criminal Justice Services.

Letters of interest should be sent to Kyle Cunningham at kccunnin@nycourts.gov by 2:00 p.m. on July 24, 2026. UCS reserves the right to determine subsequent actions at its sole discretion.
