About this opportunity

The Trinity River Authority (HRWSS and LRWSS) is soliciting bids for a two-year sodium chlorite 31% solution supply contract, with bids due August 13, 2026 at 12:00 PM CST and bid reading at 2:00 PM CST the same day. The clarification deadline is August 6, 2026 at 5:00 PM CST. No pre-bid meeting is scheduled; all questions must be submitted through the Procureware platform at tra.procureware.com.

The estimated annual supply is 900,000 pounds for delivery to the Huntsville plant and 80,000 pounds for delivery to the Livingston plant. The product is used in conjunction with chlorine to form chlorine dioxide for taste and odor control in water treatment processes. The sodium chlorite must conform to AWWA Standards B303-95 and ANSI/NSF Standard 60 with accredited certification, with certified analysis provided for each shipment. The chlorate level must be below 4%.

Deliveries are F.O.B. destination, freight prepaid, in full truck loads of 4,000 gallons or more in 1,500-gallon increments to storage tanks at each facility between 7:00 AM and 3:00 PM, Monday through Friday, within five days of order receipt. Unit prices must include all associated charges and shipping. The successful bidder must supply and maintain two chlorine dioxide generators—a 750 lb./day unit at HRWSS and a 150 lb./day unit at LRWSS—at no additional cost, including all labor, materials, maintenance, repairs, spare parts, and operator training.

The contract term runs December 1, 2026 through November 30, 2028. All pricing is firm for the entire contract period with no escalation provisions unless otherwise specified. The bidder must carry comprehensive insurance including $1,000,000 commercial general liability per occurrence, $2,000,000 pollution liability, and $1,000,000 commercial auto liability, naming the Trinity River Authority as additional insured. Award will be made to the responsible bidder whose bid is most advantageous considering price, delivery, efficiency, quality, experience, and service record. Required bid documents include Texas Resident Bidder Certification, Conflict of Interest Questionnaire, and TGC 2270 certification.
