About this opportunity
The Virginia Department of Transportation (VDOT) is soliciting bids for sodium chloride in bulk (road salt) for delivery to various locations within the Lynchburg district under IFB #161126, with bids due September 4, 2026 at 3:00 p.m. EDT via eVA and a virtual public bid opening at 3:30 p.m. EDT the same day.
The contract runs from October 1, 2026 through September 30, 2027 with four successive one-year renewal periods. Pricing is firm, per-short-ton basis, including all freight costs to delivery locations. Contractors must maintain stockpiles with at least 75 percent of awarded tonnage at identified locations by November 1st each year, holding minimum 50 percent stockpile levels between November 1st and February 1st. Deliveries must occur within 10 business days of order; late delivery incurs liquidated damages of 3 percent per ton unless Commonwealth-caused delays or force majeure apply. Pricing adjustment schedules apply to materials not conforming to VDOT specifications, with potential reductions up to 50 percent of unit price.
Contractors must comply with VDOT's Snow and Ice Control Materials Specifications (Attachment D), specific trucking regulations based on intrastate or interstate operations, and proper weighperson and vehicle certification. Monthly stockpile reporting, weekly open order reports, and 24-hour delivery notifications are required. VDOT will award on a line-item basis to the lowest responsive and responsible bidder.
Insurance requirements include workers' compensation, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit. All bidders must register in eVA and pay vendor transaction fees (1 percent capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses). Questions are due August 21, 2026 at 5:00 p.m. EDT to Contract Officer Maty Fedor. No pre-bid conference will be held.
