About this opportunity

The South Carolina Commission for the Blind (SCCB) is requesting quotations for Social Security training services with quotes due October 9, 2026. This is an as-needed consulting, training, and technical assistance engagement supporting the agency's Benefits Specialist staff on the Social Security Administration's Ticket to Work Program.

Offerors must meet a mandatory minimum qualification threshold of five years of direct experience working with the SSA Ticket to Work Program, including demonstrated expertise in benefits counseling, SSA reimbursement processes, Ticket Portal utilization, and training delivery. Current resume, a signed Confidentiality Agreement (Appendix A), and supporting documentation of qualifications are required; professional references are optional. Failure to provide required documentation results in non-responsiveness and ineligibility.

The scope encompasses approximately 240 hours per fiscal year on an as-needed basis — actual hours may vary and are not guaranteed as minimum or maximum commitments. Services include evaluating SCCB's current policies and procedures, attending program meetings, providing guidance on SSA reimbursement documentation, researching historical reimbursement opportunities, delivering comprehensive training on TTW program requirements and work incentives, providing technical assistance with the SSA Ticket Portal and Form SSA-199, and developing resource materials. Deliverables include written policy and procedure improvement recommendations due within sixty business days of work commencement, resource materials and reference guides, and documented training and technical assistance activities. Services may be delivered in-person at SCCB's Columbia campus, virtually, or as a hybrid arrangement.

The total contract compensation shall not exceed $25,000. Quotes must be submitted as a single line item with unit and total price separated from material and labor costs, excluding sales tax, with shipping prepaid and included under FOB Destination terms. Quotes remain valid for sixty days. SCCB will provide a laptop computer and cellular phone to the contractor; no travel expenses are reimbursed. Invoices are submitted monthly on Net 30 terms, with SCCB remitting payment within thirty calendar days of receipt and approval. Quote submissions go to Kendall Jackson at Kendall.jackson@sccb.sc.gov.
