About this opportunity
The University of Massachusetts Unified Procurement Services Team is requesting bids for snow removal services across all UMass system campuses—Amherst, Boston, Dartmouth, Lowell, Worcester, and the President's Office Central Administration—with bids due September 10, 2026 at 4:00 p.m. EDT under RFB UMWOR-2027-1117. The University will evaluate proposals favorably if vendors are diverse-owned businesses or demonstrate alignment with diversity, equity, inclusion, and accessibility (DEIA) values, though this is stated as a preference rather than a set-aside.
Snow removal services are detailed in Attachment G of the procurement documents. Bidders must submit pricing as a firm fixed price for the entire scope of services, with all costs including equipment and labor included in a lump sum amount, and must complete the standard RFX bid table (Attachment H). Failure to submit the required bid table may result in disqualification. All bids must remain valid for a minimum of 120 calendar days from the submission deadline.
Bidders must comply with state tax certifications, non-collusion certifications, and provide evidence of appropriate insurance coverage. Payment terms are net 45 days from invoice receipt, with late payment penalties assessed under Massachusetts General Law Chapter 29, Section 29C.
The University reserves the right to conduct multi-stage evaluation phases, including best and final offers or reverse auctions. Evaluation criteria include vendor reliability, service quality, conformity with specifications, and pricing. Bids must be submitted electronically through the Jaggaer BuyWays portal; hard copy submissions will not be accepted. The primary contact is Michael Boyle at MBoyle@umassp.edu or +1 774-528-0278. Award decisions are contingent upon execution of a bilateral contract acceptable to the University.
