About this opportunity

The Virginia Department of Motor Vehicles is requesting bids on statewide snow and ice removal services for approximately 70 DMV Customer Service Centers, CDL Testing Sites, Motor Carrier Service Centers, and the Richmond headquarters facility under IFB 154-27-125679, with bids due October 5, 2026, and a mandatory pre-bid conference on September 15. This solicitation carries a set-aside for award priority to DSBSD-certified small businesses, micro businesses, women-owned and minority-owned businesses, and service-disabled veteran-owned businesses. Bidders may bid on individual locations, multiple locations, or all locations.

The contractor must provide all labor, materials, equipment, supervision, and tools for snow and ice removal operations during the November 1 through May 1 service season annually. Pricing is submitted as firm fixed-price with separate line items for snow removal events tiered by accumulation depth (0"–4", 4.1"–8", 8.1"–12", and 12.1"+), pre-event de-icing, post-event ice melt de-icing, abrasives application, and de-icing residue removal at hourly rates. Mandatory site visits to each location a bidder selects are required prior to submission, with sign-in sheets completed on-site. The pricing sheet permits no blank entries; bidders must enter $0.00 where no charge applies.

The contract term is one year from award with four optional one-year renewals. All bidders must submit a Small Business Subcontracting Plan with the goal that over 42 percent of the contract value be performed by DSBSD-certified small businesses. Minimum insurance includes workers' compensation (statutory), employer's liability of $100,000, commercial general liability of $1 million per occurrence and $2 million aggregate, and automobile liability of $1 million combined single limit. Contractors must register in eVA and pay applicable vendor transaction fees (1 percent of order value, capped at $500 for small businesses and $1,500 for other businesses). Questions are due September 18, 2026. Sealed bids are due electronically via eVA by 2:00 PM EST on October 5, 2026, with public opening on October 6 at 11:00 AM EST.
