About this opportunity

George Mason University's Facilities Department is requesting proposals for snow removal services across multiple Northern Virginia campuses under RFP GMU-KS0601-26, with proposals due July 7, 2026, at 2:00 PM ET. The University intends to award to multiple vendors by campus or site but reserves the right to consolidate to a single vendor at its discretion. Virginia Small Business and Supplier Diversity (SWaM) certification carries 10 evaluation points, and all offerors must submit a Small Business Subcontracting Plan.

Services span seven campuses — Fairfax, Manassas (SciTech), Front Royal, Woodbridge, Lorton, Chantilly, and Arlington — with designated service areas defined on attached snow removal maps. The snow removal season runs November 1 through April 30 annually. All labor rates must be all-inclusive and include travel within a 50-mile radius of the Fairfax campus. Pricing is submitted as hourly rates for equipment and personnel with operator fees, standby rates, and operational ("push") rates. Contractors must provide sample invoices demonstrating cost breakdowns for typical snow events. The University operates on an as-required basis with no guaranteed minimum work volume; historical annual spending ranges from $286,078 (FY24) to $918,693 (FY26) across all sites.

The incumbent contractor is Brightview Landscape Services, Inc. under landscape services contract GMU-1743-21. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence, workers compensation insurance per statutory limits, commercial automobile liability of at least $1,000,000 per occurrence, and an umbrella/excess policy of at least $5,000,000.

Evaluation criteria are qualifications and experience (25 points), specific methodology and plans (25 points), transition plan (20 points), price offered (20 points), and SWaM certification (10 points). An optional pre-proposal conference and site visits are scheduled for June 15–16, 2026. Written questions are due June 18, 2026, at 4:00 PM ET; responses post by June 26. Anticipated award is October 1, 2026, with contract term of one year plus four successive one-year renewal options.
