About this opportunity

The Housing Authority of the City of Meriden, Connecticut is requesting bids for snow removal services at eight designated properties during the 2026/2027 season under IFB-2026-MHA-02, with bids due September 28, 2026 at 3:00 p.m. and a mandatory site visit on September 9, 2026 at 10:00 a.m. The Housing Authority encourages Section 3, Small Business Enterprise, Minority Business Enterprise, Women Business Enterprise, and Disabled Business Enterprise participation, though no hard set-aside or participation goal is stated.

The scope spans plowing and related services at Yale Acres, Scattered Sites (26 Welles Terrace and multiple Wall Street addresses), Hanover Place, Community Towers, 143 West Main Street, 88-92 West Main Street, and MHA Office locations at 22 and 16 Church Street. Bidders may submit prices for plowing only, sidewalk only, or both services. Pricing must be structured by snowfall accumulation ranges (0"–4", 4.1"–8", 8.1"–12", and over 12") on a per-storm basis, with separate pricing for snow relocation (per hour) and de-icing material applications. Snow removal is triggered upon three inches of accumulation or immediately for storms under three inches; de-icing materials must be concrete-friendly for sidewalks.

Contractors must carry commercial general liability insurance with minimum combined single limits of $1,000,000 per occurrence and $2,000,000 aggregate, umbrella/excess liability of $1,000,000, and auto liability of $1,000,000. The contract awards for an initial one-year term with an option for one additional one-year renewal at the MHA's discretion. The Housing Authority may award contracts to one or multiple vendors and reserves the right to accept or reject any or all proposals.

Required submissions include a completed bid form, statement of qualifications, client references for similar work, equipment list, non-collusion affidavit, and W-9 form. The Housing Authority is exempt from federal and state taxes, which shall not be included in bid prices. Questions are due September 21, 2026 at 3:00 p.m. Bids must be submitted electronically through the International eProcurement Housing Marketplace.
