About this opportunity
The City of Rochester Hills is requesting proposals for snow removal services under its Community Development Block Grant (CDBG) Funded Yard Services Program for the 2026–2027 winter season, with sealed proposals due July 22, 2026 at 3:00 p.m. Eastern Time via the Michigan Intergovernmental Trade Network (MITN) website.
The scope covers snow removal at approximately 65 qualified residents' properties (aged 62 or older, or handicapped) within Rochester Hills, including driveways from garage to street and access to home entrances such as sidewalks, porches, steps, and walkways. Work must commence upon accumulation of 2 inches or greater of snow following snowfall event completion and be finished within 24 hours, between 8:00 a.m. and 9:00 p.m. unless weather conditions require deviation. Methods include shoveling, blowing, brooming, or plowing; driveway opening clearing is also expected as conditions prevail. A resident list will be provided by the Older Persons' Commission at 650 Letica Drive, Rochester, Michigan at contract start. The contractor supplies all equipment, labor, and supervision.
Pricing must be submitted as a per-push rate differentiated between mobile home parks and other properties, with prices firm for a minimum of 120 days from proposal opening and continuing through invoice if selected. The Contractor must carry Commercial General Liability ($1 million per occurrence), Motor Vehicle Liability ($1 million combined single limit), Umbrella Liability ($1 million per occurrence), and Workers' Compensation Insurance per Michigan statute, naming the City and Older Persons' Commission as additional insureds.
Evaluation is weighted 50 percent cost, with the remaining 50 percent distributed among experience and qualifications (10%), familiarity with CDBG requirements (10%), capacity (10%), methodology and work plan (10%), and comparable projects (10%). The City reserves the right to reject any or all proposals. Written questions are due Friday, July 10, 2026 at 11:30 a.m. to Amber Beauchamp, Procurement Analyst, at beauchampa@rochesterhills.org. The contract is contingent on CDBG funding availability, with either party able to terminate on 30 days' written notice.
