About this opportunity

The Town of Herndon, Virginia is requesting bids for snow removal and ice control services on Town-maintained primary, secondary, and subdivision roads under IFB 27-01, with bids due October 6, 2026 at 12:00 p.m., and a non-mandatory pre-bid conference scheduled for September 15 at 11:00 a.m. Bidders must hold a valid Virginia Contractor's License and Virginia Business, Professional and Occupational Licensing Tax (BPOL) license prior to contract award. No subcontractors are permitted.

The scope requires all labor, equipment, and materials for snow and ice removal operations during the November 1 through April 30 season. Bidders must provide specified equipment types: single, tandem, or tri-axle dump trucks capable of accepting Town-owned snow plows and chemical spreaders; 2-ton to 5-ton four-wheel-drive trucks with plow and spreader equipment; rubber-tire loaders, backhoes, skid loaders, ATVs or UTVs with plow attachments; and walk-behind snow blowers. All equipment must meet VDOT standards for signage and lighting and be evaluated by Town personnel prior to award. Contractors are prohibited from using Town-approved equipment for private snow removal work.

The initial contract term is one year commencing upon full execution, with four optional one-year renewal periods available for a maximum of five consecutive years. The Town reserves the right to make multiple awards to ensure adequate equipment availability. Compensation is based on hourly rates for active snow removal operations at the unit bid price, standby rates at 50 percent of the hourly bid rate, mobilization and demobilization payments ranging from $400 to $750 per piece of equipment, and supervisor compensation at $65 per hour. Award will be made to the lowest responsive and responsible bidder. Contractors must maintain Workers' Compensation insurance, Broad Form Comprehensive General Liability coverage of $2 million per occurrence, and Automotive Liability coverage of $1 million per occurrence, with the Town named as an additional insured. Questions are due September 16, 2026 at 10:00 a.m. Bids must be submitted electronically via the Town's OpenGov procurement portal, not through eVA.
