About this opportunity
The City of Gloucester is requesting sealed bids for snow plowing and salting services on municipal sidewalks under IFB #27027, with bids due August 12, 2026 at 12:00 p.m. via BidNet Direct. The solicitation covers ten designated sidewalk zones throughout Gloucester including Washington Street corridors, Maplewood Avenue, Eastern Avenue, and other residential areas.
Bidders may submit proposals for single, multiple, or all zones and will be evaluated independently. Service availability is mandatory twenty-four hours per day, seven days per week from November 1 through May 1, with contractors required to respond to mobilization notifications within forty-five minutes. The contract term spans three years—one guaranteed service year followed by two optional one-year renewal periods at the City's discretion.
Bid packages must include equipment specifications, proposed hourly rates for years one through three, detailed operational deployment plans for assigned zones, reference lists with municipal or commercial accounts from the past twelve months, certificates of non-collusion and tax compliance, and acknowledgment of any addenda. Awards will be based on the most economically advantageous proposal combined with demonstrated operational capacity and certified access to specialized equipment sufficient for timely clearing operations. The City reserves the right to reject any and all bids, engage in post-opening negotiations, and award contracts to bidders offering other than the lowest price if deemed in the City's best interest.
Contractors must maintain comprehensive general liability insurance of $1 million per occurrence / $2 million aggregate, automobile liability coverage of $1 million, and workers' compensation insurance as required by Massachusetts law. Contractors assume full responsibility for all property damage, must comply with Commonwealth licensing and emissions standards, and must install GPS monitoring at City direction. Concurrent subcontracting with the City for snow removal services and depositing snow in ways that obstruct curb ramps, crosswalks, fire hydrants, or building entrances are prohibited.
