About this opportunity

Erie 1 Board of Cooperative Educational Services (BOCES), the First Supervisory District in Erie County, New York, is requesting sealed bids for snow plowing and removal services across three Career and Technical Center locations—Harkness in Cheektowaga, Potter in West Seneca, and Kenton in Tonawanda—with bids due October 1, 2026 at 11:00 a.m.

Service requirements demand that all garage entrances, building entrances, bus loops, and parking lots be cleared and salted by 5:00 a.m. daily when one inch or more of snowfall occurs, during drifting that renders driveways impassable, or upon request by authorized Erie 1 BOCES personnel. Parking lots must be continuously plowed during intense snowfall and plowed on weekends and holidays as necessary. Snow piling must not create unsafe conditions such as blocking sight lines, sidewalks, or building air inlets. Additional salting beyond post-plowing applications requires a signed Work Authorization Form from authorized personnel for payment. The contractor is solely responsible for repairing snow plowing damage to lawns, fencing, curbs, or buildings by May 31, 2027; failure to complete repairs results in forfeiture of final payment.

The contract term runs October 15, 2026 through April 30, 2027 (Year 1), with an option to renew for one additional year under the same terms if mutually agreed upon. Monthly invoicing begins with an initial invoice through November 15, followed by full calendar months; the final month invoice is withheld pending damage assessment. Bidders must submit minimum three customer references for similar contracts, a detailed equipment list, crew information with verification of valid New York State Driver's Licenses, work crew supervisor contact information, and a Certificate of Insurance with liability and workers' compensation coverage. Award will be based on total price for all three locations including any Year 2 price escalation, service requirement compliance, contractor qualifications and experience, and past performance. The apparent low bidder must attend a mandatory pre-contract meeting before October 15, 2026. Award notices will be posted online at www.bidnetdirect.com following the October 9, 2026 Board of Education meeting.
