About this opportunity

The City of Philadelphia's Free Library of Philadelphia (FLP) is soliciting bids on snow and ice removal services for 13 active library locations in Region 1 (Far Northeast and Northeast Philadelphia) under small order purchase B2728118, with bids due October 14, 2026. Local Business Enterprise (LBE) bid preference under Philadelphia Code Chapter 17-109 applies; LBEs must be certified prior to submission. The solicitation is subject to prevailing wage requirements under Philadelphia Code 17-107 and requires certified payroll submission upon request.

The scope covers sidewalk clearance, entrance and ramp access maintenance, de-icing applications, parking lot plowing at applicable sites, and 24-hour emergency call-out services across 13 Tier A, B, and C library locations. Pricing is structured on a firm unit-price basis across four line-item categories: per-event snow and ice clearance (differentiated by depth and site tier), de-icing and pre-treatment applications (tiered by site complexity), parking lot plowing pushes for Tier B and C sites, and emergency or as-needed hourly labor rates. The City guarantees no minimum quantity and will pay only for services actually authorized and performed. All prices must include labor, equipment, materials, mobilization, overhead, and profit and remain firm for the contract term and any renewals. Estimated seasonal quantities include four clearance events of 2–6 inches, two events over 6 inches, 15 de-icing applications per site, four pre-treatment applications per site, five parking lot pushes per site, and 40 hours of emergency labor.

The contract term runs from November 1, 2026, through April 30, 2027, with the City reserving the right to renew for up to three additional one-season periods. Bidders must submit a staffing and equipment plan, equipment inventory, proposed de-icing materials by surface type, and three references for comparable contracts. Award will be made to the lowest responsive and responsible bidder; sellers must quote all items to be eligible. Commercial general liability insurance with slip-and-fall coverage, workers' compensation insurance naming the City as additional insured, a valid Commercial Activity License, and current City tax compliance clearance are required before award. Pre-bid site visits are highly suggested but not mandatory.
