About this opportunity

The Michigan Department of Transportation (MDOT) Oakland Transportation Service Center is requesting proposals for snow and ice removal services at nine carpool parking lots across Oakland County, Michigan, with proposals due October 5, 2026 at 3:00 p.m. Eastern. Up to two separate awards may result, with pricing considered independently for northern and southern lot groupings.

The scope encompasses six carpool facilities in Northern Oakland County and three in Southern Oakland County, requiring 24/7 snow plowing and deicer application services (rock salt or State-approved alternatives) with automatic removal by 6:00 a.m. following weather events and on-call response within two hours of notification. Service is triggered by two tiers: accumulations under 2 inches and 2 inches or more, with estimated 15 occurrences per year in each tier plus one on-call occurrence annually. Contractors must supply all labor, equipment, materials, supervision, fuel, and repairs with no subcontracting permitted. Liquidated damages of $50 plus $10 per hour apply for late or improper service completion.

The initial contract term runs October 15, 2026 through September 30, 2027, with options for up to three additional one-year renewal periods at the State's sole discretion. Pricing is established on a unit-price-per-service-occurrence basis, capped at one occurrence per day unless approved by the Program Manager. Monthly invoices are due within 15 calendar days of month-end with payment via Electronic Funds Transfer within 45 days of receipt. The State reserves the right to negotiate pricing based on documented cost changes supported by the Consumer Price Index or Producer Price Index.

Contractors must maintain Commercial General Liability insurance of at least $1 million, Automobile Liability insurance of at least $1 million per accident, Workers Compensation insurance, and Employers Liability insurance of at least $500,000, with the State named as additional insured. Bidders must submit an equipment list (owned and available at contract start, excluding anticipated purchases or rentals), attend pre-award, kick-off, and pre-season safety meetings as required by the Program Manager, and complete the provided pricing schedule independently. Questions are due September 28, 2026 at 3:00 p.m. Eastern with answers posted by September 29 at 5:00 p.m. Eastern.
