About this opportunity
The City of Worcester, Massachusetts is requesting sealed bids for professional snow and ice management services at five Department of Public Facilities locations for a one-year contract period from October 1, 2026 through September 30, 2027, with bids due September 2, 2026 at 10:00 a.m. at the Purchasing Division, Room 201, City Hall. Award is made to the lowest responsive and responsible bidder.
The scope encompasses snow removal and ice treatment services on a regularly scheduled and as-needed basis across the Worcester Regional Emergency Communications Center, Inspectional Services/Fire Prevention, Sever Street facilities, Worcester Senior Center, and Fire House. Services must maintain safe passage for pedestrian and vehicular traffic across parking areas, driveways, walkways, plazas, and crosswalks. Ice treatment must be applied once after each snow removal event with visibility to the naked eye; additional applications require prior owner approval. Snow removal operations must commence at the earliest opportunity during storm events. All products used require pre-approval from the owner prior to application.
Pricing is structured on a unit rate basis with separate line items for ice treatment per application across snow accumulation categories (0–3.0 inches, 3.1–6.0 inches, 6.1–9.0 inches, and 9.1 or greater inches) and snow removal pricing per cubic yard at each of the five locations. No price adjustments are allowed; all prices quoted are final and firm F.O.B. destination.
The contractor must carry commercial general liability coverage of not less than $1,000,000 per occurrence/$2,000,000 aggregate, automobile liability coverage of $1,000,000 combined single limit, and worker's compensation insurance for all employees. The contractor bears full liability for any damage to infrastructure, vehicles, or property beyond normal wear and tear and must repair all such damage at no additional cost to the City. Contractors must demonstrate good faith efforts to use 10 percent minority-owned and 15 percent women-owned businesses if subcontracting any portion of the work. Compliance with Massachusetts wage theft prevention laws, CORI hiring standards, and City of Worcester gender identity policies is required. The City holds an optional renewal for a second year at its discretion.
