About this opportunity
The City of Salem is requesting bids for snow hauling services during FY 2027 under an IFB structure allowing multiple contract awards, with bids due November 2, 2026 at 11:00 a.m. The City will dispatch awarded vendors in order from lowest to highest bid when operations are needed.
Contractors must furnish both driver and equipment — either a 10-wheel dump truck or triaxle vehicle — and remain available 24 hours per day, seven days per week, including holidays. Operations commence and terminate only upon order of the Director of Public Services. Hourly billing rates for each equipment type must remain fixed throughout the contract period; no fuel adjustments or premium rates for nights, weekends, or holidays are permitted. Billing is computed to the nearest quarter hour, verified against GPS data and Department records. Invoices must be submitted within 48 hours of hauling operations or payment is not guaranteed.
The contract term runs from November 2, 2026, through May 1, 2027, with no renewal options. All equipment must pass inspection by the Office of Central Motors at the Public Services Garage by Friday, November 13, 2026, prior to authorization to perform services.
Contractors must submit a cover sheet, non-collusion and tax-compliance certifications, corporate bidder certification if applicable, Certificate of Insurance, W-9 form, and Equipment Form. Minimum insurance coverage includes $100,000 per person / $300,000 per accident for bodily injury, $300,000 for property damage, and Workers' Compensation Insurance as required by Massachusetts law, with the City named as additional insured. The City reserves the right to reject any or all bids, terminate contracts immediately for inadequate performance or non-compliance with GPS tracking and communication requirements, and withhold up to $300 from final invoices for unreturned equipment in poor condition.
Bids must be delivered to Anthony Delaney, City of Salem Purchasing Department, 93 Washington Street, Salem, MA 01970.
