About this opportunity

The Oregon Employment Department is requesting quotations for snow and ice removal services at the Ontario WorkSource location (375 SW 2nd Avenue, Ontario, OR 97914), with proposals due October 7, 2026, at 10:00 AM. A mandatory pre-bid conference is scheduled for September 17, 2026, at 11:00 AM (Pacific) via Microsoft Teams, and a mandatory site visit is September 29, 2026, at 11:00 AM at the Ontario location.

The contractor must clear snow and ice from parking lots and sidewalks only, monitoring four-day weather forecasts and performing services prior to 7:00 AM Monday through Friday with completion by 7:30 AM unless directed otherwise. Services include clearing snow when depth exceeds 1.5 inches, removing ice and snow from entryways and handicap parking spaces, and applying green-certified de-icing products — salt and corrosive products are prohibited. Snow must be relocated to predetermined on-site locations. The contractor must be licensed in Oregon and maintain all required insurance and certifications throughout the contract term.

Pricing must be submitted on a provided Pricing Sheet with line items for hourly rates per person for sidewalk work, per-visit snow plow charges, per-pound de-icing costs, minimum base charge per trip, and materials at cost plus 20% markup with equipment fees at cost. All pricing must be held firm for 30 days. Evaluation uses a "Best Value" standard based on experience, features offered, quality, delivery, timeliness, and cost. The Agency retains sole discretion to reject all offers, cancel the RFQ, award all or a portion of services, and negotiate terms with the successful offeror.

The contractor must submit company information including years in business, a detailed service description, at least four features, and acknowledgment of ability to comply with contract terms. Service records for each visit must document date, time, personnel, work performed, issues noted, products applied, and before-and-after photos. Invoices are submitted on a time and materials basis itemizing labor hours, rates, materials, and technician names. RSVPs for the site visit are required to Christian.l.hargrove@employ.oregon.gov; proposals are submitted via email to Vickie.L.Tipton@employ.oregon.gov.
