About this opportunity

The New York City Housing Authority's Asset and Capital Management Division is issuing an RFI on a proposed Master Equipment Supply Agreement for augers compactors and interior compactors, with responses due October 30, 2026; this is an information-gathering exercise, not a competitive procurement, and responses confer no advantage in any subsequent solicitation.

NYCHA seeks manufacturer and supplier input to refine the agreement structure before formal solicitation. Under the contemplated approach, NYCHA would establish a master agreement with pre-negotiated terms, conditions, and unit pricing. Project-specific installation contractors would issue purchase orders against the agreement as equipment needs arise across multiple developments, while NYCHA retains payment obligation to the supplier.

Responses must address the proposed agreement terms and procurement methodology. Questions or requests for clarification are due September 25, 2026 at 3:00 p.m. EST; NYCHA will issue responses in an addendum by October 9, 2026. Responses must be submitted electronically via iSupplier by October 30, 2026 at 3:00 p.m. EST; fax and hardcopy submissions are not accepted. Submit questions to capital.vendor@nycha.nyc.gov.

NYCHA explicitly notes that no incumbent has been awarded an identical or substantially similar contract within the past five years. The RFI does not establish contract value, term, or delivery location; those terms will be developed through the RFI feedback cycle and incorporated into the future formal solicitation.

Opportunity text

The New York City Housing Authority's ("NYCHA") Asset and Capital Management Division is seeking input ("Responses") from manufacturers and suppliers of auger compactors and interior compactors on a proposed Master Equipment Supply Agreement. Under this new procurement approach, NYCHA would enter into an agreement with a qualified manufacturer or supplier, establishing pre-negotiated terms, conditions, and unit pricing for equipment to be supplied across multiple NYCHA developments. NYCHA's project-specific installation contractors would issue Purchase Orders against the agreement as equipment is needed, while payment obligations to the supplier would remain with NYCHA. Through this RFI, NYCHA is seeking industry Responses to help refine the proposed agreement and procurement approach before proceeding with a future solicitation. This document is not a solicitation. NYCHA will not award a contract based on the responses to this RFI and a response to this RFI is not required in order to respond to any subsequent solicitation issued by NYCHA. A response to this RFI will not result in any preference or advantage in any subsequent competitive procurement. RFI Timetable: The release date of this RFI is 9/11/2026. Questions or requests for clarification regarding this RFI must be submitted via email before 3:00 p.m. on 9/25/2026, to capital.vendor@nycha.nyc.gov. NYCHA will provide responses in an addendum to this RFI, which will be issued via iSupplier no later than 10/9/2026. Responses to this RFI must be received by NYCHA's Asset & Capital Management Division no later than 3:00 p.m. EST on 10/30/2026. NYCHA will not accept Responses by fax, or in hardcopy. Interested applicants should follow submission instructions included in the RFI.
