About this opportunity

Bay County Board of County Commissioners is requesting bids on smoke testing, manhole inspections, and inflow and infiltration analysis of the sanitary sewer collection system under ITB No. 26-53, with bids due September 1, 2026 at 2:00 p.m. Central Daylight Time.

Contractor qualifications are substantial: a minimum of five years performing smoke testing for public utilities, documentation of work completed for Florida utilities, at least five public utility references, and proof of completing at least 3,000,000 linear feet of smoke testing. Field crews must be trained in smoke testing procedures, public interaction, safety, and documentation. A valid Florida contractor's license is mandatory; bids lacking proof of licensure will be deemed nonresponsive. Bidders must submit a sample smoke testing report with their bid.

The scope includes visual inspections of sanitary sewer manholes with digital documentation; sealing of 2,000 manhole chimneys using approved flexible sealant systems; installation of 2,000 rain dishes in manhole rings; smoke testing of 340,560 linear feet of gravity mains, service laterals, and related collection system components; installation or replacement of 6,600 cleanout caps and 6,600 cleanout plugs as directed; and 80 lift station basin reports. Compensation is in full for all work including labor, insurance, taxes, permits, and related costs.

The contract term runs from execution through September 30, 2027, with three optional one-year renewal periods available by mutual agreement. No price adjustments are permitted during the initial contract term; future increases require substantiation by producer price index documentation submitted at least 90 days before each anniversary date. Bids shall be submitted on both unit price and lump sum bases. A bid bond equal to 5 percent of the proposed base contract amount must accompany each bid. Award will be made to the lowest responsive, responsible bidder deemed qualified based on lowest total qualified price. The County reserves the right to reject any or all bids and verify references through phone interviews.

Opportunity text

The Bay County Board of County Commissioners (County) seeks bids from qualified vendors to perform smoke testing, manhole inspections, and inflow and infiltration (I & I) analysis of the sanitary sewer collection system. The goal is to identify potential sources of inflow and infiltration and provide documentation to guide future rehabilitation efforts. This work supports Bay Countys ongoing efforts to reduce I & I in the wastewater collection system. Smoke testing is used to detect defects such as broken pipes, illegal connections, or missing cleanout caps that contribute to excessive flows and treatment costs, particularly during wet weather.
