About this opportunity
The New York City Housing Authority (NYCHA) is soliciting proposals for comprehensive Program Management Services for its large-scale Lead Abatement Program under RFP SMD_PS_RFP_523249, with proposals due November 4, 2026. NYCHA intends to award a single Agreement to a Program Manager firm and will select one Consultant.
Proposers and all subcontractors must hold New York State Labor Law Section 220-i Public Work Registration Certificates issued by the New York State Department of Labor — a mandatory eligibility gate. Section 3 Resident Employment and Opportunity (REO) and Section 3 Other Economic Opportunity (OEO) Plans must be submitted separately via eComply (https://nycha.ecomply.us/), not within the iSupplier bid submission portal. M/WBE participation is expected; vendors should direct Section 3 and M/WBE submission questions to NYCHA's SMP Vendor Diversity team at eComply.support@nycha.nyc.gov.
The scope is end-to-end Program Management Services encompassing the full Lead Abatement Program as detailed in Section II of the RFP. The contract term is three years from the award date on NYCHA's Purchase Order, with NYCHA holding the option to extend for up to two one-year renewal periods. Place of performance is Kings County (New York City).
A non-mandatory but strongly recommended Pre-Bid Conference will be held via MS Teams on October 8, 2026 at 10:00 a.m. Proposers are advised to review bid documents in advance. No contract value, incumbent, or detailed evaluation criteria are specified in the source material.
