About this opportunity
The City of Seattle is seeking bids on small single and multi-jet cold water meters for Seattle Public Utilities under ITB SU0-6734, with bids due November 18, 2026 at 3:00 p.m. and a non-mandatory pre-bid conference on October 20, 2026 at 1:00 p.m. via Microsoft Teams.
Zenner-PMN and Master Meter-BLMJ or their approved equals are the specified manufacturers. All meters must be new, complete, frost-proof units conforming to AWWA Standards C708 for multi-jet types and C712 for single-jet types. The procurement covers four sizes—5/8" x 3/4", 1", 1.5", and 2"—equipped with either visual read registers or AMR-enabled encoded registers. Vendors must be authorized distributors, dealers, or service representatives certified to sell the specified manufacturers' products and must maintain adequate on-site inventory. Delivery is required within 15 calendar days of order receipt at no additional charge, with all delivery costs included in the quoted price. Visual read registers carry a 25-year warranty and AMR-enabled registers a 10-year warranty, both from installation; meters themselves carry a two-year warranty.
Historical usage from 2021 to 2025 ranges from 184 to 2,360 units annually by size; 2025 spend was approximately $345,000 but the City provides no guarantee of utilization. Pricing shall be submitted on a unit cost basis for each meter size and register type.
The City expects to award contracts to multiple successful bidders. The contract term is five years with one optional two-year extension available at the City's discretion; vendors may decline the extension by providing 45 days' notice. The City considers local business and occupation tax revenue in evaluating lowest responsive and responsible bids under SMC 20.60.106(H). Vendors must hold Commercial General Liability of $1,000,000 each occurrence / $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limits, and Contractor's Pollution Liability of $1,000,000 each claim, with the City named as additional insured. Questions are due November 10, 2026 at 5:00 p.m.

GENERAL
The City of Seattle is seeking a reliable source of supply for small single and multi-jet cold water meters that will deliver metering services to Seattle retail ratepayers at the lowest life-cycle cost. Manufacturers sought include Zenner-PMN and Master Meter-BLMJ or their "Approved Equals".
