About this opportunity
The New York State Police is soliciting quotes for the purchase of five Ski-Doo Expedition Sport 900 ACE snowmobiles under discretionary purchasing authority under State Finance Law Article 11, Section 163(6), with quotes due August 3, 2026. This is a one-time procurement with no substitutions accepted; bidders offering equivalent models must provide detailed make, model, and specification documentation.
All bidders must complete and submit a Gender-Based Violence and the Workplace Certification attesting that their organization has implemented a written policy addressing gender-based violence in the workplace, as required by New York State Finance Law Article 11, Section 139-m. Bidders unable to make this certification must submit a signed statement explaining reasons for non-compliance.
The snowmobiles will be distributed across three State Police troops: two units to Troop A (Batavia, New York), two units to Troop D (Oneida, New York), and one unit to Troop K (Salt Point, New York). Each unit must be a 2027 Ski-Doo Expedition Sport 900 ACE with a ROTAX 900 ACE liquid-cooled four-stroke engine producing 95 horsepower, electric starter, 36-liter fuel tank, dry weight of 549 pounds, specified suspension system, LED headlights, heated throttle grips, digital gauges, and Brembo brake systems.
The NYSP intends to award to the manufacturer, authorized reseller, or authorized distributor providing the lowest total quote. Quotes must itemize unit price per item with shipping charges shown as a separate line item. In the event of a tie for lowest total cost, the NYSP will apply a priority-based tiebreaker, with the primary criterion being selection of the bidder offering the higher discount. Inquiries and quotes are to be submitted to NYSPPurchasing@troopers.ny.gov with the subject line "2027 Ski-Doo Expedition 900 ACE."
