About this opportunity

San Jose State University is requesting proposals for tree services maintenance across the main campus, south campus, and nearby off-campus locations in Santa Clara County under RFP with proposals due September 29, 2026 at 3:00 PM PST, with a pre-bid meeting scheduled for September 10, 2026 at 1:30 PM PST via Zoom.

SJSU anticipates awarding five separate three-year agreements, each valued at $1.5 million, with the possibility of two one-year extensions. Contractors must hold a current California D-49 State Contractors license and maintain qualified Trade Contractor's Representatives with journeyman-level certification or equivalent experience. All services must comply with prevailing wage requirements under California Labor Code sections 1771 and 1776. Contractors must provide 24/7 emergency services with a four-hour maximum response time and maintain a service organization within a 75-mile radius of the campus.

Scope includes routine maintenance, non-maintenance, and emergency tree services — pruning, tree removal, stump grinding, chipping, and plant health care treatments — performed in accordance with ANSI A300 standards and applicable codes. The vendor furnishes all labor (including supervision), tools, materials, equipment, licenses, permits, and related incidentals. Contractors must submit hourly labor rates for arborists, tree climbers, tree trimmers, and ground personnel, along with equipment costs for bucket trucks, chippers, stump grinders, and related machinery. All labor rate increases are subject to university approval and cannot exceed the Consumer Price Index or union contractual rate increases, whichever is higher.

Evaluation allocates 200 points for bidder qualifications, 150 points for company and project team qualifications, 100 points for company approach, 50 points for proposal quality, 350 points for hourly labor rates (lowest bid receives maximum points), and 150 points for parts and materials costs (lowest bid receives maximum points). Questions are due September 14, 2026, with answers provided by September 21, 2026. Notice of Intent to Award is anticipated Early October 2026, with contract awards expected by Late October 2026. Proposals must be submitted electronically through CSUBUY.
