About this opportunity
The City and County of Denver, Department of Aviation, is requesting proposals for emergency security gate repair services at Denver International Airport under RFP with proposals due July 30, 2026 by 2:00 p.m. Mountain Time. The contract addresses time-critical repairs and replacements of electric security perimeter vehicle gates to ensure FAA Part 139 compliance and airfield access for stakeholders.
No DSBO or MWBE set-aside applies; however, the City strongly encourages proposers to demonstrate equity, diversity, and inclusion commitments through partnerships with historically underutilized businesses.
The scope encompasses corrective maintenance, emergency repairs, parts replacement, fabrication, temporary repairs, and 24/7 emergency response for gates manufactured by B&B Electromatic, Liftmaster, and Ideal Manufacturing Inc. The contractor must maintain a local off-site inventory of gate types and components, comply with emergency response times (30-minute phone response and 1-hour on-site arrival), obtain necessary permits, provide certified electricians and welders, implement a detailed safety plan with monthly training, and submit monthly invoices with required documentation within 14 days of work completion.
Evaluation criteria are: Cost Effectiveness/Pricing (25%), DEN Equity, Diversity, and Inclusion Plan (15%), Understanding the Project (20%), Key Personnel and Ability to Respond (20%), and Company Experience and Qualifications (20%). Liquidated damages apply for non-performance: $50 per day for late reports, $500 per incident for missed emergency response times, $200 per day for schedule delays, and $500 per incident for safety violations.
An optional pre-proposal conference is scheduled for July 7, 2026 at 2:30 p.m. MT via Microsoft Teams. An optional site visit is July 8, 2026 at 2:00 p.m. at 27350 E 71st Ave, Denver, Colorado, with pre-registration required by July 7. Written questions are due July 14, 2026 by 2:00 p.m. MT through BidNet. Pricing shall be submitted as a separate Excel document in Exhibit B detailing materials, labor, subcontractor costs, and other associated expenses.
